Description: Cai Wei obtained his master degree from Tsinghua University’s Sociology Department in 2018 and was then employed by an internet company based in Beijing before his detention and worked as a volunteer for the website Terminus2049. This website was launched on 22 April 2018, hosted on Github, the world’s largest open-source code sharing and publishing site. Terminus2049 archives materials published on Chinese media outlets and social media platforms that have been removed by censors, covering topics such as women’s rights, labour rights, the eviction of migrant workers from Beijing. Since the Covid-19 outbreak, it posted news articles, interviews, and personal accounts related to the corona virus, including the interview of Ai Fen, a doctor at the Wuhan Central Hospital, who was perhaps among the first doctors to discover the virus.
Cai Wei, his girlfriend surnamed Tang and Chen Mei (another volunteer of Terminus2049) went missing on 19 April. Cai’s family in Hubei Province received a Notice of Residential Surveillance in a Designated Location, charged with “picking quarrels and provoking trouble” from the Beijing Municipal Public Security Bureau Chaoyang Branch in May. Cai’s family hired Lawyer Li Guobei to visit him, however, the authority refused her request. The police formally arrested Cai Wei on 12 June and claimed that as Cai applied for legal aid, it appointed two lawyers to represent him. Cai’s father requested the two lawyers to work along with Lawyer Li, but his demand was declined by the officially appointed lawyers.
As the family could not reach Cai, they doubt if he did apply legal aid and are worried if he faces torture. On 12 August, Cai Wei’s father, Cai Jianli, filed a complaint at Chaoyang District Supervision Committee (北京市朝陽區監察委員會), accusing the Chaoyang Branch of the Beijing Municipal Public Security Bureau and the Procuratorate of abuse of power. Cai is currently being held in Chaoyang Detention Center.
