Terminus2049 – Chen Mei and Cai Wei 端點星案—陳玫和蔡偉
Chen Mei and Cai Wei, both volunteers of Terminus2049 website which documented censored news and articles, and Cai’s girlfriend surnamed Tang went missing on 19 April. Chen and Cai’s families separately received a notice of Residential Surveillance in a Designated Location, on suspicion of “picking quarrels and provoking trouble” from the Beijing police on 14 May. They were formally arrested on 12 June. Their lawyers were not allowed to meet them in the detention centre. The police instead arranged government-appointed lawyers to represent them. Cai’s girlfriend was released on bail.

Location: Beijing Municipal Public Security Bureau Chaoyang Branch detained him and issued a Notice of Residential Surveillance in a Designated Location to his family 3 weeks later.

Legal representation: Chen’s family hired Lawyer Liang Xiaojun to represent Chen Mei. However, the authorities disapproved the appointment and refused Lawyer Liang to meet Chen. Starting from June, the authority has assigned 4 lawyers to represent Chen Mei, the two lawyers currently representing him were officially appointed. However, these lawyers refused to talk to his brother.

Description: Chen Mei graduated from South China Agricultural University in 2016. He was employed by a NGO based in Beijing before his detention and worked as a volunteer for the website Terminus2049. This website was launched on 22 April 2018, hosted on Github, the world’s largest open-source code sharing and publishing site. Terminus2049 archives materials published on Chinese media outlets and social media platforms that have been removed by censors, covering topics such as women’s rights, labour rights, the eviction of migrant workers from Beijing. Since the Covid-19 outbreak, it posted news articles, interviews, and personal accounts related to the corona virus, including the interview of Ai Fen, a doctor at the Wuhan Central Hospital, who was perhaps among the first doctors to discover the virus.
Chen Mei, Cai Wei (another volunteer of Terminus2049) and his girlfriend surnamed Tang went missing on 19 April. Chen’s family received a Notice of Residential Surveillance in a Designated Location, charged with “picking quarrels and provoking trouble” from the Beijing Municipal Public Security Bureau Chaoyang Branch on 14 May. Chen’s family hired Lawyer Liang Xiaojun to visit Chen Mei, however, the authority refused his request. The police formally arrested Chen Mei on 12 June and claimed that as Chen applied for legal aid, it appointed two lawyers to represent him. After Chen’s elder brother Chen Kun tweeted that those two lawyers were working closely with the Chinese Government, they were replaced by another two officially appointed lawyers. However, the two new lawyers told Chen Mei’s mother that they had not met Chen due to the pandemic.
As the family could not reach Chen Mei, they doubt if he did apply legal aid and are worried if he faces torture. On 15 August, his brother tweeted that Chen Mei’s case was transferred to Beijing Chaoyang People’s Procuratorate on 6 August and Chen Mei is currently detained in Chaoyang Detention Centre.
