2018年7月11日,武漢中級法院公開判處著名民運人士 #秦永敏 罪名成立,有期徒刑13年,剝奪政治權利3年。2015年1月19日,秦永敏與妻子趙素利在武漢家中被公安帶走,秦永敏因「接受外媒採訪及寫文章過多」被行政拘留。其妻趙素利也被關押,與外界失聯。直至2016年6月,秦永敏被武漢市人民檢察院以「顛覆國家政權罪」起訴。直到2017年12月29日,趙素利失蹤近三年,國保才首次承認,趙素利還在人間,因為當局要調查秦永敏案而遭到控制。2018年2月初才獲釋,但據報處於軟禁狀態。

2015年1月19日,秦氏夫婦在武漢家中被公安帶走,秦永敏因「接受外媒採訪及寫文章過多」被行政拘留。其妻趙素利也被關押,與外界失聯。 2016年6月,他被武漢市人民檢察院以「顛覆國家政權罪」起訴,起訴書稱,「秦永敏為實現其多元化的民主政治,一方面撰寫文章、出版書籍,提出了’全民和解、人權至上、良性互動、和平轉型’政治目標,確定基本方針、過程和戰略考量、策略和方法,一方面組織策劃實施了一系列旨在顛覆國家政權的活動。」

案件拖了三年多才於2018年5月11日開審,但當日前往旁聽的公民皆被駐守在法院外的公安帶走。據秦永敏的律師當日觀察,秦是三個法警架著,「開庭」不到10分鐘就中止。第二天上午秦仍由兩個法警架著拖進法庭,但秦一言不發,精神狀況極不正常,表面看來是處於昏迷狀態。律師要求先對秦作醫學鑒定,以證明他是否適合受審,但合議庭強行要開庭,並說秦永敏身體狀況可以開庭,以律師不是醫護專業為由,否決他們的要求。

2018年7月11日,武漢中級法院公開判處秦永敏罪名成立,有期徒刑13年,剝奪政治權利3年。刑期之長引來國際批評,歐盟7月11日發表聲明:「中國公民和政治權利狀況惡化,不少中國人權捍衛者正被囚禁或定罪。」

秦永敏的妻子趙素利在2015年1月19日被強迫失蹤,其間家人親友曾向當局多方打聽,毫無下文;直到2017年12月29日,趙素利失蹤近三年,國保才首次承認,趙素利還在人間,因為當局要調查秦永敏案而遭到控制。2018年2月初才獲釋,但據報處於軟禁狀態。

Description:
Qin Yongmin, a native of Hubei Province, has been involved in the pro-democracy movement since the late 1970s. He is also one of the founders of Democracy Party of China. At the time of writing, he has served sentences in prison for more than 25 years.

He was arrested in 1981 and sentenced to eight years in prison for “crime of counter-revolutionary propaganda and incitement" as he became an editor for a pro-democracy magazine. In 1993, he was sentenced to re-education through labour for two years for calling on the authorities to release all political prisoners, re-evaluating the 1989 student movement and its subsequent suppression, and allowing exiled students to return to China. In 1998, Qin Yongmin was sentenced to 12 years in prison for participating in the founding of Democracy Party of China.

On 19 January 2015, Qin and his wife Zhao Suli were taken away by the police from their home in Wuhan City. Qin Yongmin was first administratively detained for “being interviewed by foreign media and writing too many articles". His wife was also detained and lost contact with others from then on. In June 2016, he was prosecuted by the Wuhan City People’s Procuratorate for “inciting subversion of state power”.

The indictment reads, “… in order to realize his diversified democratic political view, on one hand, Qin Yongmin wrote articles and published books, to raise the political goals of ‘universal reconciliation, the inviolability of human rights, well-intended interactions and peaceful transformation’. He also drew up basic policies, procedure, strategic planning and methods. On the one hand, he organized, planned and implemented a series of activities which aimed to subvert state power."

It took the authorities over three years to start the trial on 11 May 2018. Citizens who went to the hearing, were taken away by the police, who had stationed outside the court. According to Qin Yongmin’s lawyers, Qin was held by three bailiffs, and the “hearing" was suspended after 10 minutes. The next morning Qin was dragged into the court by two bailiffs, but Qin said nothing, his mental condition was extremely abnormal, and he appeared to be in a coma. The lawyer requested a medical evaluation of Qin, to prove whether he was suitable to stand for trial, but the collegiate panel insisted to continue the trial and claimed that Qin Yongmin’s physical condition was fit for trial. They rejected the lawyers’ request on the grounds that lawyers are not medical professionals.

On 11 July 2018, the Wuhan City Intermediate People’s Court publicly convicted and sentenced Qin Yongmin to 13 years in prison and three years of deprivation of political rights. This harsh sentence attracted international criticism. The European Union issued a statement on the same day, criticizing “deteriorating situation of civil and political rights in China, which has been accompanied by the detention and conviction of a significant number of Chinese human rights defenders.”

Qin Yongmin’s wife, Zhao Suli, had been forcibly disappeared since 19 January 2015. Her family members and friends kept asking the authorities about her whereabouts and received no answer. It was until 29 December 2017, after Zhao Suli had disappeared for nearly three years, the State Security officers first confirmed that Zhao Suli had been held in custody because the authorities wanted to investigate Qin Yongmin and kept her under their control. She was only released in early February 2018, but reportedly still lives under house arrest.

方斌 Fang Bin-到武漢各醫院拍攝疫情紀錄被捕後釋放,之後再被便衣公安帶走,至今下落不明

方斌因不滿2020年疫情爆發初期官方隱匿真相,自行前往武漢各家醫院拍攝紀錄,於2月1日意外拍到武漢第五醫院5分鐘內拖出8具遺體的震撼畫面。他把影片上載到YOUTUBE和微信後,隨即被警方逮捕,雖然在輿論的壓力下,方斌幾小時後被釋放,但去年2月9日方家遭消防員破門,方斌被便衣公安再度帶走,時至今日依舊下落不明。

Fang Bin was angry that the Chinese government tried to cover up the #COVID-19 outbreak in early 2020 and went to various hospitals in Wuhan to video-record what he saw as a citizen journalist. On 1 February 2020, he accidentally filmed that in front of Wuhan No. 5 Hospital, eight corpses were taken out within 5 minutes. After uploading the shocking video to YouTube and WeChat, he was immediately detained by the police and was released a few hours later due to public outcry. 李小燕 的丈夫原本是湖北省襄陽市某間郵政所所長,2014年在襄陽市某家醫院因醫療事故死亡,遺體仍存放醫院殮房,無法入土為安。李小燕和女兒一直為此上訪,女兒因此曾被關押。李小燕今年10月13日早上打電話給朋友汪素華,告知被關押派出所,其後又說被強制精神治療和打針,至今仍然失聯。

李小燕的丈夫原本在湖北省襄陽市某間郵政所所長,2014年在襄陽市某家醫院因醫療事故而逝世,迄今已6年過去了,遺體仍放在醫院殮房中,無法入土為安。他們的女兒為父親的事上訪,結果在2017到2018年間被襄陽市公安局關押一年多。期間她受到驚嚇,現在不敢和任何人聯繫,無業在家。

由於母女倆都沒有工作,李小燕去申請低保,卻被當局告知她已辦理了低保,但實際上她並不知情也從未拿到低保金。據了解,多年前李小燕在十堰市房縣青峰鎮的土地被當地政府徵用。當時鎮政府沒付予相應的賠償金,只是以辦理低保的方式給予被徵地者補償。然而,李小燕從未被告知這件事,當時家庭條件良好的她也未有註意。

從此以後,李小燕開始了上訪之路。她先後到各級上訪局上訪,但各部門在互相推諉。 2020年10月11日晚,李小燕坐夜車前往武昌火車站,12日早上再去省信訪局。當天下午,她被青峰派出所攔截,連夜押送回當地。

李小燕在10月13日早上打電話給朋友汪素華,告知自己被關到派出所,且被抓後一直不給飯吃,也不被允許她自己買飯。同日下午6點多鐘,李小燕再次給汪素華打電話。據汪描述:「她說,『汪姐,你救救我呀,他們已經給我拿到精神病院裡來了,我好好一人,他們要當精神病治療。』就說了這幾句話,我只聽到他們可能要把她按倒,也不知道(或是)摀住她的嘴,她就一瞬間就(說),『哎呀,我沒有精神病吶,你憑啥子給我打針?』那個『針』字都還沒有說出來,就任何聯繫都沒了。」

汪素華隨後給李小燕連撥3個電話,都撥通無人接聽,再打第4個電話,已經提示關機,至今失聯。汪表示李小燕很正常,但擔心她被精神病。李小燕的女兒和八十多歲的父母現孤立無援,希望外界能關注。

Their daughter petitioned for her father, and was detained by the Xiangyang City Public Security Bureau for more than a year between 2017 and 2018. She has been traumatized by this experience. Now, she dares not contact anyone and is unemployed and stayed at home.

Since both Li Xiaoyan herself and her daughter did not have a job, Li Xiaoyan went to apply for basic living allowance, but the authorities claimed that she had already been receiving it, while she had never got a cent of it. Later she came to realize, when a piece of her land in Qingfeng Town, Fang County, Shiyan City was seized by the town government many years ago, the town government did not pay the corresponding compensation, and only compensated the affected families by applying basic living allowance for them. However, nobody told her about such a “deal” and she was not aware of it, as at that time, her family was doing well.

Since then, Li Xiaoyan began to petition. She complained at the Bureaus of Letters and Calls at all levels, but the authorities passed the buck to each other. In the evening of 11 October 2020, Li Xiaoyan took the night train to Wuchang Railway Station, and then went to the Provincial Letters and Calls Bureau the next morning. In the same afternoon, she was intercepted by the police from Qingfeng Town and escorted back the same evening.

Li Xiaoyan called her friend Wang Suhua in the morning of 13 October, saying that she had been detained at the police station and had not been given food since the detention, nor she was allowed to buy food for herself. At 6 o’clock in the same evening, Li Xiaoyan called Wang again. According to Wang’s description: “She (Li Xiaoyan) said, “Sister Wang, please save me, they have taken me to the mental hospital, I am a healthy person but they want to treat me like a mentally ill patient." After these few words, I heard that they might have pushed her down, not sure (if they) covered her mouth, she (Li) said, “Oh, I am not mentally ill, why would you give me an injection?" The word “needle" hasn’t been spoken yet, and the line was cut."
Wang Suhua tried to call Li Xiaoyan back immediately. The first three calls were unanswered, and a voice-message saying that the phone was turned off when she called the fourth time. Wang said that Li Xiaoyan was normal, but worried that she would be treated as a mentally ill patient. Li Xiaoyan’s daughter and Li’s 80-year-old parents are now helpless and hope that the public would pay attention to Li’s case.

2018年3月,李新、何方美的女兒李琪(一歲十個月)接種三針問題疫苗(甲肝,麻腮風,百白破)之後癱瘓在床。送醫院搶救後診斷為急性脊髓炎。何方美與近500百疫苗受害家長們組建了「疫苗寶寶之家」進行公民維權,之後她一家就一直被當地維穩人員監控,全家都被打壓。

2019年3月4日兩會期間,何方美因在北京給疫苗致殘孩子募捐被警察抓進派出所,翌日被河南省輝縣公安局警察帶回當地後行政拘留15天。行政拘留期滿後,何方美又被送進看守所刑事拘留,被以「尋釁滋事」的罪名拘禁十個月後才獲無罪釋放。

2020年1月10日出獄後,何方美仍然繼續為疫苗寶寶維權。她控告輝縣疾控中心一案,2020年4月16日,河南省輝縣法院裁定她勝訴,輝縣疾控中心須公佈她女兒接種的疫苗資訊。然而當局卻繼續限制她的行動自由,她想要帶女兒到北京治病,但當局擔心她會在北京上訪而阻止她和丈夫離開河南。

何方美的丈夫李新,在醫院照顧腦梗住院的父親期間,本來一直被市公安局的國保、派出所、村委會三幫人24小時輪班看管,但自8月16日突然失聯。她懷疑,李新失蹤是因為他想要帶孩子去北京看病。

她亦質疑現時中國的新冠肺炎疫苗,指出目前在中國大範圍試驗接種的,是由中國生物技術集團公司研發的新冠病毒疫苗,與她女兒接種的問題疫苗同出於該公司轄下的武漢生物製品研究所。中國生物技術集團公司九月初表示,該公司已為數萬人接種了兩種仍處於試驗階段的新冠病毒疫苗。她說:「這次這個新冠疫苗也是武漢生物的,我是絕對不會接種的。說白一點,武漢生物廠家就躲在政府背後逍遙法外。」她也對新冠病毒疫苗接種者被強制簽署的保密協議提出質疑。她說:「按道理信息應該是公開透明的,應該告訴我們這個疫苗副作用是什麼,會發生哪些不良反應,發生這些不良反應又該怎麼獲得救助,或者是怎麼治療。為什麼還要簽保密協議呢﹖」

10月2日,何潑墨到河南省輝縣市政府大門招牌上。她在潑墨時說:「這樣的政府還有什麼存在的價值和意義﹖」何因此被警方拘留10天,但因她有身孕所以沒有執行。10月9號,她再次到市政府用潑漆,隨後被失蹤至今。

Description:
In March 2018, He Fangmei’s daughter, Li Qi (born 2016) became paralyzed and was diagnosed with transverse myelitis after receiving faulty vaccinations for Hepatitis A, measles and other illnesses. Realizing that many other children had suffered from faulty vaccinations, He Fangmei and her husband Li Xin subsequently organized a group of 500 parents with children sickened by vaccinations, calling it“Vaccine Babies’ Home”. The parents jointly sought accountability, financial compensation and started legal action against authorities. However, they kept facing harassment and crackdowns.

On 4 March 2019, He Fangmei launched a fund-raising campaign for the victims in Beijing during the Two Sessions (meetings of National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC)) and was first detained by the Beijing police. Police officers from Hui County, where she is from, went to Beijing and took her back to Henan Province for a 15-day administrative detention. After then, she was criminally detained for “picking quarrels and provoking trouble”. On 10 January 2020, the County prosecutors dropped the charges against her and the court canceled the case. She was released after ten months of not seeing her two young children.

He Fangmei continued to fight for the children who got sick because of faulty vaccinations. On 16 April 2020, she successfully sued the Hui County’s Center for Disease Control and Prevention over the faulty vaccines given to her daughter in 2018. The court ordered the Center to disclose the information of the vaccinations her daughter had received. However, the local authorities continued to harass her. It did not allow her family to leave Henan Province, fearing that they could take their daughter to Beijing for medical treatment and protest in the capital.

Her husband Li Xin has gone missing since 16 August 2020. He was in a hospital, taking care of his father, who had been hospitalized due to cerebral infarction. The state security guards of the city public security bureau, local police officers and staff of village committee were taking a 24-hour-shift to look after Li when he went missing. He Fangmei suspected Li was forced to disappear because he wanted to take their daughter to Beijing for medical treatment. He Fangmei has been vocal and critical regarding China’s COVID vaccine deployment. She pointed out that the new Covid vaccine is mainly developed by China National Biotec Group Company, which is also the parent company of Wuhan Institute of Biological Products Co., Ltd., and her daughter became sick after being vaccinated from its product. The company is protected by the government and turned a blind eye to its victims. He Fangmei cast doubts to its quality and accountability. She also questioned the confidentiality agreement that vaccine-receivers were forced to sign. She said, “In principle, the information should be open and transparent. We should be told what the side effects of this vaccine are, what adverse reactions will occur, and how to get rescue or treatment if these adverse reactions occur. Why should one be forced to sign a confidentiality agreement instead?"

On 2 October 2020, she splashed ink on the door plates of Hui county government building to express frustration at the authorities’ refusal to hold the vaccine manufacturers accountable. She was arrested by local police on suspicion of“picking quarrels and provoking trouble”and was sentenced to administrative detention for 10 days, though it was not enforced due to her pregnancy. On 9 October, she splashed ink again on the Hui County government building and since then, she has disappeared.
