On 28 November 2017, #LiMingche was sentenced to five years in prison and two years of deprivation of political rights. He became the first Taiwanese to be sentenced for subverting state power in Mainland China. Over the years, Li Ming-che has been interested in the human rights and democratic movements in Mainland China and exchanged with Chinese civil society activists on the Internet. 李明哲長期關注中國的人權和民主運動,與中國公民社會組織者在網上時有交流,得知中國的朋友有閱讀人權、近代史書籍的需求,曾自費寄贈文學與社會科學類書籍到中國, 2016年8月寄書遭中國政府查扣沒收。被拘捕前擔任台北巿文山社區大學課程經理,也是多個人權團體義工。

2017年3月19日,李明哲由台灣飛抵澳門後從拱北口岸進入中國,擬再赴廣州訪友,但友人在關口外並未相遇,李明哲亦沒去原擬入住的地方。 3月24日,文山社區大學及家屬等召開記者會,要求中國海關公開錄影以展示李的行踨。 3月29日,中國國務院台灣事務辦公室(下稱國台辦)證實,李明哲因涉嫌從事危害國家安全活動被有關部門扣留調查,因涉嫌危害國家安全且還在偵查階段,未透露具體細節。事後起訴書則指他當時被廣州市國家安全機關監視居住。經湖南省長沙市人民檢察院批准後,2017年5月12日由湖南省長沙市國家安全局正式逮捕,7月2日與另一被告彭宇華被以「顛覆國家政權罪」起訴。

2017年9月11日,李明哲於湖南省岳陽市中級人民法院與另一被告彭宇華同庭受審。官方安排的湖南嶽州律師事務所張國輝、張忠偉律師擔任李明哲辯護人。李明哲遭秘密拘押近半年後首次露面,當庭承認「散佈惡意攻擊中國大陸現行制度、中國大陸當局的文章與言論,撰寫惡意抹黑制度的資料文字,實施顛覆國家政權行為」,李明哲母親及妻子李淨瑜獲准入庭旁聽,並與李短暫交談。 2017年11月28日,李明哲被判處有期徒刑5年,褫奪政治權利2年,成為首名以「顛覆國家政權罪」入獄的台灣人。李明哲表示不會上訴。其後在法院批准下和妻子短暫交談。

李明哲妻子李淨瑜研究台灣白色恐怖多年,認為中國抓捕李明哲是綁架和羅織入罪。她拒絕中國所提出要她噤聲換取私下救援,不承認中國現行「法庭」已經「法治化」,也拒絕為李聘請中國律師。李淨瑜指李明哲遭受虛假審判,被迫認罪,她透過國際求援令「李明哲案」在歐洲和美國獲得重視,如:2017年7月6日,歐洲議會通過呼籲中國釋放李明哲的決議;美國國會於2017年6月13日將李明哲列入政治犯名單,以作協助救援。2017年6月23日,聯合國人權理事會下設的特別機制「任意逮捕及強迫失蹤工作小組」正式回覆受理「李明哲案」。但中國亦因此多番以不准探視李明哲,不讓李明哲開通依中國監獄規定可以申辦的「親情電話卡」作出報復。

Description:
Over the years, Li Ming-che has been interested in the human rights and democratic movements in Mainland China and exchanged with Chinese civil society activists on the Internet. He donated and sent books on literature and social sciences after he had learned that his friends in China wished to read books on human rights and modern history. In August 2016, his parcel to China was confiscated by the Chinese government. Prior to his detention, he served as the programme manager of Wenshan Community College in Taipei City and a volunteer for various human rights groups.

On 19 March 2017, he flew from Taiwan to Macau and entered China through Gongbei Port. He planned to go to Guangzhou to visit friends. However, his friends did not see him at Gongbei Port as appointed and Li did not show up at the place where he originally planned to stay in Guangzhou. On 24 March, Wenshan Community College and Li’s family members held a press conference and demanded China Customs to disclose the video clips to help track Li’s whereabouts. On 29 March, the Taiwan Affairs Office of the State Council of China confirmed that Li Ming-che had been detained and investigated by relevant authorities for allegedly engaging in activities which would endanger state security. The spokesperson refused to disclose specific details because it was a case related to state security under investigation. The subsequent indictment stated that at that time, Lee was under residential surveillance by the Guangzhou State Security Bureau. The formal arrest was approved by the People’s Procuratorate of Changsha City, Hunan Province, enforced by the State Security Bureau of Changsha City, Hunan Province on 12 May, 2017. On 2 July, he was charged with the offense “inciting subversion of state power” along with another defendant, Peng Yuhua.

On 11 September 2017, Li Ming-che was tried with another defendant, Peng Yuhua, at the Intermediate People’s Court of Yueyang City, Hunan Province. The authorities arranged Zhang Guohui and Zhang Zhongwei of Hunan Yuezhou Law Firm to serve as Li’s defenders. It was the first appearance of Li Ming-che since his secret detention in March 2017. He admitted at court that he was “spreading speeches and articles that maliciously attacking the current system of Mainland China and the Mainland Chinese authorities, writing texts that maliciously defaming the system and subverting state power." Li Ming-Che’s mother and wife were allowed to attend the hearing and talked briefly with Li after the hearing. On 28 November, 2017, Li Ming Che was sentenced to five years in prison and two years of deprivation of political rights. He became the first Taiwanese to be sentenced for subverting state power in Mainland China. Li Ming Che did not appeal. The court allowed him to hold a brief conversation with his wife after delivering the sentence.

Li Ming-che’s wife, Li Ching-yu, has researched on Taiwan’s white terror for many years and considers China’s arrest of Li Ming-che as kidnapping and the so-called subversion offense he was accused of as groundless. She rejected China’s offer to remain silence in exchange for private assistance. Furthermore, she does not recognize that China’s current “legal system" as “ruled by law," and therefore refused to hire a Chinese lawyer for Li. Li Ching-yu alleged that Li Ming-che faced an unjust trial and was forced to plead guilty. Her outspokenness and her international appeals made Li Ming-che’s case to be taken seriously in Europe and the United States (e.g. on 6 July 2017, the European Parliament passed a resolution calling on the Chinese authorities to release Li Ming-che; the US Congress added Li to the list of political prisoners in 2017 and the UN Human Rights Council’s Working Group on Enforced or Involuntary Disappearances accepted his case on 23 June 2017 and etc.). As retaliation, the Chinese authorities repeatedly prohibited Mrs Li from visiting her husband and deprived Li Ming-che’s right to get a “family phone card”, which he was entitled to apply in accordance with China’s prison regulations.

李必豐 – 拒絕冬眠的李必豐

李必豐,1964年3月3日四川綿陽市出生,原綿陽豐元測繪技術有限公司法人代表,筆名「豐子」,詩人、小說家、異議人士,著有長篇小說《天空的翅膀》,獲第18屆柏林國際文學節隆重推介,被譽為「探向那個時代的一束光」。妻子蔣霞。

李必豐曾任職綿陽市稅務局幹部,因參與八九民運, 1989年7月5日被捕,以「反革命宣傳煽動罪」判刑5年,先後在四川省第一監獄、第三監獄服刑。出獄後曾資助多位異議人士和維權活動。

1994年,李必豐刑滿出獄後,多次遭關押,沒有正式工作。其後加入非官方基督教組織,和教友們成立「華人良心關懷行動組織」,對失業下崗工人、婦女和兒童生存現狀等情況進行書面調查,發佈調查報告,向國內外提供資訊。

1997年7月,李必豐向總部設在美國紐約的「中國人權」提供綿陽數千名紡織廠下崗工人上街遊行、發生大規模流血工潮的消息,被全省通緝。

1998年3月8日,李必豐被捕,4月6日被以涉嫌「詐騙罪」正式逮捕。同年8月24日,李必豐被綿陽市涪城區法院以「經濟詐騙罪」判刑7年,先後在四川省第三監獄、雅安監獄、名山監獄服刑。

2011年9月,又再以經濟罪名被拘捕、關押,被指資助廖亦武出逃德國。

2012年5月8日開庭審訊。廖亦武為李必豐發起公開呼籲聯署信,徵集國際作家簽名聲援。同年11月19日,被四川省射洪縣法院以「合同詐騙罪」判刑12年,囚四川省綿陽川北監獄。

2012年11月25日,艾未未、廖亦武、哈金和赫塔‧穆勒等發起「製造敵人是危險的——我們呼籲中國政府釋放李必豐」聯署。聯署信指出    在中共帝國十八大閉幕之際,地下詩人李必豐被重判12年徒刑,我們認為這是一個危險的倒退信號。    聯署呼籲中國政府釋放李必豐。

2013年3月,李必豐提出上訴。綿陽警方在庭上提供一份新證據,顯示射洪警方跨縣抓捕李必豐的過程涉嫌違法。李必豐的律師表示,當事人受委託執行處理房地產項目時,蒙受經濟損失,檢方更無李必豐詐騙證據。同年6月26日,四川省遂寧市中級法院二審裁決,以「合同詐騙罪」改判10年徒刑,在四川省金堂監獄服刑。刑期至2021年9月。** 獲減刑,2020年4月7日從金堂監獄釋放。 (連結)

「六四天網」創辦人黃琦對當局判處李必豐表示不滿,他對記者說:「中國當局羅織經濟和各色刑事罪名打壓異議人士維權人士是由來已久的慣常手法,他們無法容忍李必豐經商成功後幫助朋友們的舉動。」

李必豐和2010年諾貝爾和平獎得主劉曉波一樣,是1989年「六四」屠殺至今,中國歷史的象徵性人物。所不同的是,劉曉波是典型的知識精英,而李必豐則概括了草根階層的命運。


曹順利(1961-2014)—從機場被帶走失蹤後關押看守所,嚴重肝病保外就醫被拒,去世後遺體不知所終

2013年9月14日, #曹順利 應邀前往日內瓦參加聯合國人權機制培訓,在北京首都機場被公安帶走失蹤,被當局以「非法集會」罪名拘押朝陽區看守所。曹順利被抓前患有嚴重肝病至肝腹水 。由於得不到適當治療,病情惡化。家屬和律師多次申請保外就醫被拒,當局也拒絕讓她接受治療。2014年2月19日,警方將重度昏迷的曹順利送入999急救中心搶救,後轉入北京309醫院,其間醫院多次宣告病危,最終於3月14日不治。其後家人和律師要求就其死因作獨立調查,醫院竟宣稱她的屍體不知所終 。

Cao’s family members and lawyer have repeatedly applied for medical parole, but the authorities refused their applications and failed to provide her treatment in time. 曹順利畢業於北京大學法律系,法學碩士,曾任職於中國的勞動人事部。因揭發單位分房的腐敗情況而得罪領導,在2000年被解除公職。她自2008年開始幫助上訪維權群體,為訪民提供法律幫助,將數萬字介紹聯合國人權機制的資料翻譯成中文,並在訪民中傳播聯合國特別程序投訴過程和普遍定期審議。為此她在2009年和2010年先後兩次被判以勞動教養(分別為一年和15個月),遭受過多次酷刑,如不給予食物,或被強行鼻飼。

重獲自由後她一直推動政府信息公開,促進公民參與中國政府遞交聯合國的國家人權進展的報告。從2013年6月開始,她還參與了在中國外交部前的靜坐活動,要求參與中國政府起草普遍定期審議報告的過程。但是,當局完全拒絕了他們的要求。

王宇律師引述曹順利哥哥的話說,他在曹順利死去的當天看到了她的屍體,身體已經變形,遍佈青紫色的傷痕,全身都腫了起來,看上去極其可怕,不像是人的身體,一定受到過酷刑折磨。王宇律師還說,醫院的工作人員被告知,不要讓律師看見曹順利的屍體。
其後家人和律師要求就其死因作獨立調查,醫院竟宣稱她的屍體不知所踪,種種跡象顯示當局銷毀曹順利的遺體,以免被發現她在拘留期間遭受虐待。

各國和聯合國對曹順利之死表示悲痛,美國﹑歐盟,以及一些國際組織,將曹順利死亡事件,提交聯合國人權理事會討論。中國外交部發言稱,曹順利得到了認真治療,她的個人權利依法得到保護,並抗議別國借人權干涉司法主權。2019年,在曹順利去世五年後,多名聯合國專家再次呼籲中國當局對她的死因進行全面和獨立的調查。然而中國政府繼續無視這種呼籲。

Description:
Cao Shunli graduated from Peking University, where she received a Master’s Degree in Law in the 1980s, and became a civil servant at the Ministry of Human Resources. In 1994, she started to expose corruption in the distribution of housing among her supervisors, which caused her to lose her job in 2000. While petitioning for herself, she has been helping other petitioners since 2008, providing legal assistance to them, translating documents introducing the UN’s human rights mechanisms into Chinese, and informing them about the UN Human Rights Council’s complaint procedure and Universal Periodic Review. Her effort to promote human rights education brought her twice punishment of “re-education through labour” in 2009 and 2010 (one year and 15 months respectively). During these detentions, she was tortured repeatedly, including not receiving enough food and being force-fed through nasal tubes.

Nevertheless, she continued to lobby for public disclosure of information, promote citizens’ participation in the procedure when the Chinese government submits its national human rights reports to the United Nations. Since June 2013, she has also participated in sit-ins in front of the building of China’s Ministry of Foreign Affairs, demanding to participate in the process of drafting the Universal Periodic Review report. However, the authorities denied their demand.

Cao Shunli was detained on 14 September 2013 at Beijing Capital International Airport while attempting to travel to Geneva to attend an NGO event on cooperation with UN human rights mechanisms during the Human Rights Council session. The authorities criminally detained her in the Chaoyang District Detention Centre on charges of “illegal assembly." She was formally arrested on 21 October of the same year and the charge was changed to “picking quarrels and provoking trouble."

On 30 October 2013, her lawyer Wang Yu met Cao in the detention centre and found that Cao Shunli became very thin, extremely weak and malnourished. Cao Shunli had suffered from liver disease, a severe condition of liver ascites before this detention. In the Chaoyang District Detention Centre, she got neither treatment nor medicine and her condition deteriorated. Under pressure from various sides, the detention centre conducted a medical examination and found that Cao had contracted tuberculosis, got fluid in the liver, suffered from uterine tumors and other diseases. Cao’s family members and lawyer have repeatedly applied for medical parole, but the authorities refused their applications and failed to provide her treatment in time. On 19 February 2014, the police sent Cao Shunli, who was already in a coma, to the emergency medical centre. She was then transferred to 309 Military Hospital in Beijing, which declared that she was critically ill. She passed away on 14 March 2014 due to organ failure.

The hospital declined her lawyer Wang Yu’s request to see Cao Shunli’s body. Wang Yu quoted Cao Shunli’s elder brother, who saw Cao Shunli’s body on the day of her death, describing her body as deformed and swollen, covered with bluish-purple marks. He commented that it looked extremely scary, not even like a human body. Cao’s family believed that Cao was tortured and demanded an independent investigation of her death. Then the hospital claimed that Cao’s body was no longer there and refused to disclose further details. It is believed that the authorities cremated Cao to destroy any evidence of her mistreatment in detention.

Many countries and the United Nations expressed their grief over Cao Shunli’s death. The United States, the European Union, and some international organizations raised the death of Cao Shunli to the UN Human Rights Council for discussion. The Chinese Ministry of Foreign Affairs stated that Cao Shunli had received appropriate treatment and her individual rights were respected in accordance with the law. It even protested that other countries were interfering with China’s judicial sovereignty in the name of human rights. In 2019, five years after Cao Shunli’s death, UN experts once again called on the Chinese authorities to conduct a comprehensive and independent investigation into the cause of Cao’s death. However, the Chinese government continues to ignore such calls.

王藏、王麗 – 夫婦二人被指「煽動顛覆國家政權罪」同被捕,擔心家中四名年幼子女

據盧思位律師12月14日表示,自5月30日被關押的詩人 #王藏,和其後同樣被關押的妻子 #王麗,一起被楚雄州檢察院以「煽動顛覆國家政權罪」起訴至楚雄州中級人民法院。盧律師也表示會聯繫法院說明楚雄看守所不讓會見屬違法行為。2014年香港「雨傘運動」期間,王藏因組織唸詩活動支持「傘運」被扣留長達9個月。

Poet #WangZang, who has been detained on 30 May 2020, and his wife #WangLi are both indicted for “inciting subversion of state power” by the procuratorate and their case will be transferred to Chuxiong Prefecture Intermediate People’s Court on 14 December. Lawyer Lu Siwei said he will contact the court and point out that it’s illegal for the detention centre to block lawyers’ access to Wang Zang and Wang Li. Wang Zang had been detained for nine months for organizing a poetry recital in support of the Hong Kong Umbrella Movement in 2014.

2020年9月初,有維權人士在網上登出王氏夫婦二人的逮捕通知書,顯示王藏於7月3日被雲南楚雄州檢察院以「煽動顛覆國家政權罪」批准逮捕。9月17日,四川的盧思位律師和北京張磊律師終獲准到看守所會見王藏,他精神尚可,但對王麗被捕感到極痛心,亦非常擔心四個孩子沒有父母在身邊的情況。

2020年10月16日,盧思位律師再到看守所會見了王藏,王藏對妻子王麗也被抓捕表示非常憤怒,公安並對他暗示,只要他屈服,他們便會釋放王麗。王藏又得知王麗因為貧血嚴重被送至所外醫院治療。自9月兩位律師會見王藏後,看守所管教著他考慮兩位律師介入會否對他的案件帶來更差的後果,並說他要多長的刑期才不考慮上訴,對此,王藏表示絕不會解聘兩位律師。

王麗 (本名王莉芹)在王藏遭抓捕後,因在網絡上為丈夫呼籲也遭抓捕,後於2020年7月24日也被以「煽動顛覆國家政權罪」逮捕。王藏家中四名年幼子女 (包括大兒子11歲、大女兒7歲、一對雙胞胎3歲)暫由祖母照顧,外界無法得知他們的狀況,也不知道孩子能否上學,情況令人擔憂。

2020年12月14日,盧思位律師致電向楚雄州檢察院核實,王藏和王莉芹夫婦的「煽動顛覆國家政權罪」案件當天會起訴至楚雄州中級人民法院。盧律師表示會聯繫法院,說明楚雄看守所限制會見是違法的行為。

Wang was detained on 30 May 2020 on charges of “inciting subversion of state power.” His family doesn’t have any information about his whereabouts despite multiple visits to the local police station. On 8 and 11 June, his wife Wang Li tweeted a plea for help as police stole her belongings (bank card, identity card and Wang Zang’s passport) and threatened to take her away. Wang Li and his brother were ordered to go to the local police station and could not be reached since 17 June 2020. Mrs Wang has been suffering from mental problems since 2017, due to surveillance and threats the authority keeps pressing on her and her four young children.

In early September, some activists posted two notices of arrest on social media, showing that Wang Zang was formally arrested on 3 July 2020 and his wife Wang Li on 24 July 2020, by the Chuxiong Yi Autonomous Prefecture Procuratorate, on charges of “inciting subversion of state power.” Wang Li was arrested and charged simply because she sought help for her husband. On 17 September, his lawyers Lu Siwei and Zhang Lei met with Wang Zang at the detention centre. Wang expressed his gratitude for all the support, but is worried about his wife Wang Li, who is also arrested, and their four children. The four young children (a 11-year-old son, a 7-year-old daughter, a pair of 3-year-old twins) are taken care by Wang Zang’s mother. It is unclear if the children could attend schools or if they are confined at home. Their conditions are worrisome.

On 16 October 2020, Lawyer Lu went to visit Wang Zang again. Wang Zang was very angry that his wife Wang Li was also detained. Wang also learned that Wang Li was suffering from serious anemia and was sent to a hospital outside the detention centre. Chuxiong police told him that they could release Wang Li if he would admit to his crime. The officials in the detention centre also warned him that he should think about whether it would lead to even worse results if he continues hiring the two lawyers. But Wang Zang insisted that he won’t dismiss the lawyers.

On 14 December 2020, Lawyer Lu Siwei telephoned Chuxiong Prefecture Procuratorate and confirmed that the procuratorate submitted Wang Zang and his wife Wang Li’s case to Chuxiong Prefecture Intermediate People’s Court for indictment of “inciting subversion of state power”. Lawyer Lu said he would contact the court and point out that it is illegal for the Chuxiong Detention Centre to block lawyers’ access to Wang Zang and Wang Li.

Wang Zang, a mainland poet who promoted free speech and democracy through his artwork and expressed support for detained activists since 2003. 陳建芳自2008年起與另一維權人士曹順利合作,積極參與聯合國普遍定期審議,讓國際社會聽到來自中國民間的聲音。她2013年受邀請到瑞士日內瓦出席聯合國人權理事會會議,但在出境時被阻撓。

2017年10月,當陳建芳試圖前往愛爾蘭參加一個人權論壇時,再次被禁止出國。因捍衛人權和追求民主,她成為當局打壓的目標人物,先後被勞教、刑事拘留、關黑監獄和派出所多達數十次。
2019年3月14日,陳建芳在網上致敬紀念她的同伴曹順利逝世五週年,呼籲對該案進行獨立調查。

Description:
Chen Jianfang was a farmer in Pudong New District, Shanghai. In 2005, her land was illegally acquired by the local government and demolished in 2007. Without proper resettlement and compensation, she became a rights defender. After many years of petitioning, she has developed better understanding of social problems and began to defend human rights and pursue democracy. In the past ten years, she has been engaged in defending land and housing rights at the grassroots level, fighting for the rights of disadvantaged social groups, and gradually become a land rights defender. She is recognized as a spokesperson for the victims of land eviction and house demolition.

Since 2008, Chen Jianfang had worked with another human rights activist Cao Shunli and they actively participated in the UN Universal Periodic Review, hoping the international community would hear the voice of the grassroots people in China. She was invited to Geneva, Switzerland to attend a meeting of the United Nations Human Rights Council in 2013, but was stopped by the authorities when she was leaving China. In October 2017, when Chen Jianfang tried to travel to Ireland to participate in a human rights forum, she was again barred from going abroad. For defending human rights and pursuing democracy, she became a major target of the authorities’ suppression. She has been subjected to reeducation through labour, criminal detention, secret detention in “black jail”, arbitrary detention in police station dozens of times. On 14 March 2019, Chen Jianfang paid online tribute to commemorate the fifth anniversary of the mysterious death of her comrade Cao Shunli, and called for an independent investigation of Cao’s death.

On 20 March 2019, she and her husband were taken away from their home in Shanghai by the police, and their residence was searched and raided. Her husband was released on bail in early April 2019, but Chen Jianfang remained detained. In June 2019, the Shanghai Pudong New District’s Procuratorate approved her formal arrest on suspicion of “subverting state power". She was accused of violating the laws for holding placards, banners, and publishing online articles. She was indicted on 3 September 2019. Before being arrested, Chen had signed a power of attorney and separately appointed Zhang Lei and Wu Li as her legal representatives. The authorities did not allow them to visit Chen, nor did they disclose where she was held. Chen’s family might be under pressure and refused to a lawyer for her.

According to a report of Radio Free Asia on 5 October 2020, Chen Jianfang was secretly tried and sentenced to three years of imprisonment recently. However, Wu Li, the defense lawyer she hired, was neither informed nor allowed to represent her in court.

李小燕-為亡夫持續上訪而被關押後再被強制精神治療,現時失聯

李小燕的丈夫原本在湖北省襄陽市某間郵政所所長,2014年在襄陽市某家醫院因醫療事故而逝世,迄今已6年過去了,遺體仍放在醫院殮房中,無法入土為安。他們的女兒為父親的事上訪,結果在2017到2018年間被襄陽市公安局關押一年多。期間她受到驚嚇,現在不敢和任何人聯繫,無業在家。

由於母女倆都沒有工作,李小燕去申請低保,卻被當局告知她已辦理了低保,但實際上她並不知情也從未拿到低保金。據了解,多年前李小燕在十堰市房縣青峰鎮的土地被當地政府徵用。當時鎮政府沒付予相應的賠償金,只是以辦理低保的方式給予被徵地者補償。然而,李小燕從未被告知這件事,當時家庭條件良好的她也未有註意。

從此以後,李小燕開始了上訪之路。她先後到各級上訪局上訪,但各部門在互相推諉。 2020年10月11日晚,李小燕坐夜車前往武昌火車站,12日早上再去省信訪局。當天下午,她被青峰派出所攔截,連夜押送回當地。

李小燕在10月13日早上打電話給朋友汪素華,告知自己被關到派出所,且被抓後一直不給飯吃,也不被允許她自己買飯。同日下午6點多鐘,李小燕再次給汪素華打電話。據汪描述:「她說,『汪姐,你救救我呀,他們已經給我拿到精神病院裡來了,我好好一人,他們要當精神病治療。』就說了這幾句話,我只聽到他們可能要把她按倒,也不知道(或是)摀住她的嘴,她就一瞬間就(說),『哎呀,我沒有精神病吶,你憑啥子給我打針?』那個『針』字都還沒有說出來,就任何聯繫都沒了。」

汪素華隨後給李小燕連撥3個電話,都撥通無人接聽,再打第4個電話,已經提示關機,至今失聯。汪表示李小燕很正常,但擔心她被精神病。李小燕的女兒和八十多歲的父母現孤立無援,希望外界能關注。

Description:
Li Xiaoyan’s husband was originally a director of a post office in Xiangyang City, Hubei Province. He died in a hospital in Xiangyang City in 2014 due to a medical error. Their daughter petitioned for her father, and was detained by the Xiangyang City Public Security Bureau for more than a year between 2017 and 2018. She has been traumatized by this experience. Now, she dares not contact anyone and is unemployed and stayed at home.

Since both Li Xiaoyan herself and her daughter did not have a job, Li Xiaoyan went to apply for basic living allowance, but the authorities claimed that she had already been receiving it, while she had never got a cent of it. Later she came to realize, when a piece of her land in Qingfeng Town, Fang County, Shiyan City was seized by the town government many years ago, the town government did not pay the corresponding compensation, and only compensated the affected families by applying basic living allowance for them. However, nobody told her about such a “deal” and she was not aware of it, as at that time, her family was doing well.

Since then, Li Xiaoyan began to petition. She complained at the Bureaus of Letters and Calls at all levels, but the authorities passed the buck to each other. In the evening of 11 October 2020, Li Xiaoyan took the night train to Wuchang Railway Station, and then went to the Provincial Letters and Calls Bureau the next morning. In the same afternoon, she was intercepted by the police from Qingfeng Town and escorted back the same evening.

Li Xiaoyan called her friend Wang Suhua in the morning of 13 October, saying that she had been detained at the police station and had not been given food since the detention, nor she was allowed to buy food for herself. At 6 o’clock in the same evening, Li Xiaoyan called Wang again. According to Wang’s description: “She (Li Xiaoyan) said, “Sister Wang, please save me, they have taken me to the mental hospital, I am a healthy person but they want to treat me like a mentally ill patient." After these few words, I heard that they might have pushed her down, not sure (if they) covered her mouth, she (Li) said, “Oh, I am not mentally ill, why would you give me an injection?" The word “needle" hasn’t been spoken yet, and the line was cut."
Wang Suhua tried to call Li Xiaoyan back immediately. The first three calls were unanswered, and a voice-message saying that the phone was turned off when she called the fourth time. Wang said that Li Xiaoyan was normal, but worried that she would be treated as a mentally ill patient. Li Xiaoyan’s daughter and Li’s 80-year-old parents are now helpless and hope that the public would pay attention to Li’s case.
